Purpose of the Request for Proposals The Corporation of the Town of Greater Napanee (hereinafter referred to as "the Town") is issuing this Request for Proposal (hereinafter referred to as "RFP"), for the purpose of receiving submissions from a suitably qualified company to complete an Archaeological Assessment of the Town's licenced and operated Spook Horn Cemtery (Licence No. CM-2004754). Companies that make a submission in response to this RFP are referred to as "Respondents" and the Respondents' submissions are referred to as "Proposals".
Scope of Services The successful company will, in collaboration with Town Staff, complete a full Archaeological Assessment of an abandoned Cemetery within the Town of Greater Napanee. The Town has been working in conjunction with the Bereavement Authority of Ontario (BAO). The Town and the BAO are aware that there are bodies interred here, dating as far back as the late 17th century. This assessment is to be completed under the direction of the BAO to locate and determine the outer boundary of this Cemetery. Any site preparation that needs to be completed prior to the Assessment will be completed by Town staff. The Assessment is completed in a 4-Stage process as follows:
Any work beyond Stage 1 requires the Archaeologist to obtain a Cemetery Investigation Authorization form along with the Registrar's Directive regarding Authorization for Stages 2-4 of the Archeological Fieldwork (Assessments and Investigations) on Cemetery land. These forms can be obtained from the BAO. The Archaeologist will determine if any of the above noted stages can be waived if not a requirement for the work being carried out. This RFP does not purport to present every task required of the Consultant for the duration of the project due to the intensity of what is required under the four stages, as listed above. The Consultant submission must explain and present the proposed work plan and how the deliverables will be provided.
