The Corporation of the Town of Greater is issuing this Request for Proposals, for the purpose of receiving submissions from eligible contractor for the Preparation and Closure of Sites for Casket Interments.

This contract handles an average of ten to fifteen casket burials per year (with and without vaults). The Contractor must be on call at all times for burials in accordance with our Cemetery By-law hours of operations. In the event of absence, the Contractor must provide and leave a competent and reliable agent in charge and must provide this information to the Cemetery Administrator or designate. Such person(s) will be considered acting in the Contractor's place and shall be covered under the Contractor/Firm(s) Workplace Safety and Insurance Board (W.S.I.B) and Insurance.

Duties will include, and are not limited to, the following:

  1. Preparation of graves for burial including excavation of grace site and all hand work related to the opening and closing of a grave (i.e. squaring corners, leveling the bottom, shoring up the sides of grave (if necessary), removal of tree roots and/or rocks).
  2. Responsible for the removal of dirt and debris from the burial site. Dirt and debris are to be placed in specific areas within the cemetery as specified by cemetery staff.
  3. It will be the responsibility of the Contractor to locate, purchase, supply, deliver and install vaults when requested. No other company is permitted to complete this work other than the Contractor.
  4. Winter burials between November 15th and April 15th are the discretion of the Cemetery Administrator and the Contractor. They have the authority to approve or deny a winter burial request and in accordance with Municipal By-laws and responsible to revisit the disturbed area in the spring to repair any ruts, holes sunken grave(s), etc. and to fill with proper soil and seed with no further expense to the interment right holder and/or Town.
  5. The Town has an additional surcharge for winter burials, as provided in the Fees & Services By-law. No additional fees are to be applied during or after preparation by the Contractor should they approve preparation of a grave during winter months.
  6. Plywood is to be laid on the ground (covering plots, lots and paths) in which machinery will be moved and any ruts made shall be repaired by the Contractor at their expense.
  7. Each grave shall be sufficient size to permit burials of caskets and caskets with vaults. The depth must be sufficient to allow at least two feet of earth over the outside cover.
  8. The Contractor must supply a casket lowering device and dress the grounds with outdoor carpet.
  9. Prepared graves are to be covered with plywood, supplied by the Contractor for the safety of the public and cemetery staff.
  10. Closing of graves must be completed immediately following the burial (in some instances, at the request of the family, after they have left the cemetery) in accordance with Municipal By-laws and Ministry Regulations.
  11. Plywood, casket lowering device and any ground dressings are to be removed from Cemetery grounds once the service has commenced.
  12. Leveling grave sites to address any soil settlement, supply and place top dressing and seeding and ensuring that all grave sites are leveled and left in good condition.
  13. To treat the Cemetery with respect at all times.
  14. Notice of burials will be provided as soon as possible. However, due to the time sensitive nature of the work, at times, it may be extremely short notice
