Location The Town of Greater Napanee (Town) is an urban/rural municipality with a population of approximately 16,000 located on the north shore of Lake Ontario. With access on Highway 401, the community is:
In recent years, the Town has experienced residential growth, with several new subdivisions as well as industrial developments. Purpose of Invitation The Request for Proposals (the “RFP”) is an invitation by the Town of Greater Napanee (the “Town”) to prospective proponents to submit proposals for linear infrastructure capacity evaluation services, creation of system modeling, high level capacity analysis of the water treatment facility, and a capital implementation strategy. The existing Water Pollution Control Plant is currently in the final design stage therefore is not included within the proposed scope of work. The Town is in the process of creating a Utilities Master Plan to address its core infrastructure needs for the next twenty-five (25) years. Part of the scope of work for this initiative involves evaluating the capacity of water and wastewater systems to meet future demand, base don anticipated population and industrial/commercial/institutional growth rates. To that end, the Town is looking to engage the services of a qualified consultant. These services will be applied to both the A.L. Dafoe Water Treatment Plant (A.L. Dafoe WTP) and in a limited fashion the Sandhurst Shores Water Treatment Plant (SHS WTP). The primary focus of the exercise will be linear infrastructure needs with respect to servicing community growth. The plan shall align with the various plans and studies within the RFP.
